Nah I think Kabutops is best... But it sucks at competitive but I don't do that...

if you'dve put "two of the best" Id agree, but there are far better water types than starmie. Kabutops is rock water and can learn gigadrain = Starmie no chance

Hahaha thanks for the support everyone, but it seems that we have some non-believers... Lapras is in my top two because it looks soooo amazing and knows powerful ice moves. Starmie may not be as cool to look at, but has amazing speed for revenge hits and can use rapid spin. Sure, Gyarados almost deserves a spot in the top 2, but Starmie can learn thunderbolt which would leave Gyradose splashing around helplessly like its pre-evolved form.

And there you have it.

I never played back then but my favourite water-type pokemon is Palkia! Go Palkie!
