Inferno was never a "playable character" in turbo time. Originally he was made as a typical debug character. it was later that the developers sought out to push turbo time to its absolute limit. Maxing out all of the debug characters stats and abilities toward the point he would be considered a "cheat code". Turbo time had overloaded due to failure in processing the character. The character's file was later saved as a "mod" titled "Inferno". it was decided he would not be added in the title.
