They're the same character, just different period.

This is Capslock when he was younger. He wasn't named Capslock yet. He worked in the shadows as an unamed person. He would make graffitis in dangerous places like a bridge, subway's tunnels...People named him Hero for doing such exploits. If anything needed to be done in public, his friend Kimmy would do it.

Eventually, Kimmy brought a magical peacock(Kujack) that allowed her to do things humans normally can't, like flying. Kujack explains to Hero that he is a power(Spark) that grant control over a new world(Fire). However to do so, he needs the other 2 Sparks. The peacock told him that one of them(Versago) is in the city and already have a wielder(Matteo).

Having no identity, he can't have access to the city. He wouldn't dare send Kimmy knowing that Sparks are dangerous. Instead, Hero decided to summon Matteo. He causes vandalism under Matteo name. Matteo was framed and was brought to the streets. People thought Matteo was Hero. Hero created a new identity Capslock
