Hello. I am a 12 year old boy, I will be 13 in summer. I saw your question on Purple Zebra's page, and I think I can answer.
First of all, you have to figure out his place in society. Getting his attention, I believe, will be harder if he's popular.
Now, if he is shy/kind of an oddball, like me, then you have to make him talk. Learn about his interests, his family, and so on. He might be uncomfortable if you ask too many questions though, then you should stop and try to learn something from his friends- he will have at least one close friend, it might even be a girl. When you learn his interest, show him that you're interested in those things too- like ask if you can come to his tennis lessons or find and read the book he is reading.
Again, if he is popular, this will be much more difficult, but you can comment on my profile any time if you need any help.

Oh yes, one more thing. Maybe you aren't making it clear that you like him. He might be thinking you dress up and put makeup on for someone else. What you will need in that case is a wingman (well, wingLADY). A wingman is a friend who usually helps you get a date, but in this case you need one of your friends to "secretly" tell this guy that you like him. He may even like you but be too shy to say it!
