A concept piece from an old Panty & Stocking with Garterbelt fanfiction idea, wherein Scanty would become a costumed vigilante in order to steal Panty & Stocking's fame and glory as Daten City's defenders, and subsequently turn the city against them. While the fic will probably never see the light of day, I really like the design for Scanty's "Anti-Anarchist" persona, so I thought I'd sketch it up and share it with everybody.
