Dr. Robotnik from Adventures of Sonic the Hedgehog. This is from the episode Hero of the Year, and before you ask, yup it's traced. I was watching this on youtube and it paused into the image you see and I took a photo because it looked funny. That and I doubt there is a 3D version of it.
