Well, the pokemon design team have based pokemon of folklore and urban legends, so I don't see why they wouldnt base one of Slender Man.
Anyway they have similar properties, Darkrai causes nightmares and tiredness, Slender Sickness (Something given to Slender Man's victims to weaken them) also causes nightmares and tiredness.
I may be going a bit to deep into this, but I know my fair bit about Pokemon and Slenderman and a few other creepy pastas.

I thought Darkrai was based off of Slendy but Darkrai was made in 07 and Slenderman in 09. I guess that's where the idea of Slenderman came from?

Well, Slendy causes problems on purpose. Darkrai despite learning Dark Void and being a Dark type does't like causing Nightmares or conflict in general, but regardless can cause as mutch or more harm than Slender Sickness can. An angry Darkrai would beat Slender Man no problem but it's personality in general is waaaaay more mellow than Slendy's.

Meh? The anime and Mystery Dungeon series really demonize the sweetest Dark type ever.
