I made my own Pokemon. I got the inspiration from a city in my state named Shakopee. Anyways the Pokemon. The little bumps allow it to use Vine Whip, it can use both Electric and Grass type moves. It moves by the force of it's shockwaves. When extremely happy, it will release tons of electric energy. When it cannot contain how happy it is, it evolves into Peaprod.
