I use the middle brush with the opacity bar about a quarter high, and I just build up white tone to get a cloudy affect. Plus I use a lot of reference (mainly looking at real clouds outside).
Nice! she does look happy. but heres a tip: since she cartoony, try to make her neck thinner and add a bit blush so she looks healthier, or not as pale.

Great 3D! I love the light quality of this - there's so much 'dark' on Colors.
