But...I don't know which seasons of DW you've seen, but tardises were alive. They had to be grown. The time war locked the remaining ones and the stray tardises were lured in and eaten by House (that weird entity that lived in a small space outside the universe).
So you can't really build a tardis from alien tech unless you have a tardis core/matrix (the living bit. You can grow one from Tardis coral...and the only tardis coral that exists in the universe is in the Doctor's tardis--he would never let a human have that kind of power).
Lol, at this point I'm just saying this stuff to help you with your OC's back story.
The only way he could have a tardis is if he somehow stole a tiny bit of tardis coral from the Doctor, and used alien tech plus the coral to grow a tardis.
Which actually gives more character depth to your OC than just building one at torchwood. :)
