I went to my school and got like 6 or so, and I also went to a Wii U preview event over summer and got about 10. It depends on where you live. If you live in a city you might be more likely. I don't, so it's rare for me too.

Go to the Mall. I got like 12 once on a good day. Well all my friends have a 3ds so we Streatpass every time we see eachother.

I've been playing my 3DS in the car (I don't get motion sickness) and had people in other cars streetpass me.

i play in the car also, and not get motion sickness, and it strangely FIXED my eyesight!
