I want a game where you can create and animate sprites for characters and other things. select personality traits, fighting styles and weapons, ext. thats the game i want to see in the neer future. i dont mean drawn to life or Game maker. this idea should be a WiiU or 3DS game.

That game petite computer isnt as simple as they want you to beleive. im talking pre-programed scripts for characters but all you have to do is design the characters and animations. like: Design Player, enimies, badguy, powerups, supporting characters, bacground objects ext. and animate them instead of drawn to life that cheaply Con.nected bodyparts on a skelleton. it you should be able to design the animations like in Warioware DIY but animate them for a full length game.
i think what im saying is make a DIY game that has the Custimization options Warioware DIY has and blend it with The preaquired roles like drawn to life.
i may be the one to make this in the future since no1 ever even considered this type of game.

Look, I think you're missing the point. Programming a software to make art is much different than programming one to make games. Somebody could make a game-creating software, but I doubt it would be Collecting Smiles, since they've never really gone into that field of software. In addition, Collecting Smiles is not your request bucket. They can't make every program people want them to make. Creating software takes a lot of time, and Collecting Smiles is a small company. Please do not send them e-mails telling them what program you think they should make. One last thing; in the computer industry, if you want something made, learn to do it yourself. I'm not trying to be a jackas.s, but that's how it works in the computer industry.

And if you want a simple software program, search 'Scratch.' It's free. Oh and I've scripted full-fledged videogames, it's hard as all heck. Might as well send mojang a request for a new game.

Not to mention 3D games require extra time & work. Well, unless of course CS made it a cartridge game. But, of course, that's more expensive.

Yes, I should also add that if Victor really wants a tool that advanced, he will have to pay the proper compensation. There is a computer program that does what he described, called RPG maker. The cheapest version costs around 50 dollars. Competitive softwares cost as much or more. Game maker and petit computer aren't easy to use but they are cheap. People who haven't worked in computer fields tend to not understand that programming takes a lot of time and effort, and we shouldn't expect it to be free. This is why I don't pirate, because people spent a lot of time making good software, and the least we can do is pay them back. Also, if you really want a game-making program, use the computer. It may not be 3D, but computers are built for these things.
