After you have beaten the pokemon league, return to victory road. Have pokemon with travel moves (surf, strength, etc.) find a Zoroarck standing arounnd and follow it. It will lead you to N. N's only pokemon will be Zekrom (Reshiram). Defeat him. N gives you light or dark ball. Take to top of Dragon Spiral for your chance to catch the pokemon. :)
