You should really make sure your underdrawing (that's a fancy-pants word I learned at Art Academy which means lineart) is good before you color stuff in. The lineart is rather messy and the anatomy (YES I KNOW IT'S A CARTOON PLANKTON SHUT UP) needs work - generally, smoother lines and better attention to detail would take this from a Meh to a Good.
