The only reason people are so good at this is because they cheat with a background picture and tracing a picture.

This is basically a direct tracing from a game screenshot. It is literally pixel-for-pixel and color-by-color a complete tracing of another's work.
He basically stole another's hard work and is clamping it as his own. How does nobody else see this? It boggles my mind.
