Hazel is a god, one of the very first, her job was to help create early nature
She was created with the ability to spit seeds so she could make the mortal world look prettier, but as she did her job she realized that that first few animals relied on eating each other, noticing how the smallest animals had an incedible disadvantage
So she had an idea to make plants that grow edible seeds, and so on creating herbivores and the early ecosystem
