So basically if you do your drawing then duplicate the lineart and colors and shading then with the part you wanna blur you erase the lineart and colouring of anything else on the duplicated layers, then when it's just the blurred bit you merge the lineart and color layers, then you take the lasso tool and make the blurred thing small and big until it's as blurred as you want it
