Watch the video to see how I made the perfect circle! It's a special circle, and don't be surprised if there are inaccuracies, because I made this via watching a tutorial and I re-created the steps of the tutorial from memory. How I did this is I used pixel brush and added two pixel squares, then I used select & move tool in combination with layers, then done.
