(I have seen different kinds of PSA announcements before, especially one in different kinds of fanmade horror videos that were supposed to be recorded on a video tape, so, I thought, why not try to copy the look? It's the main area that The Innocent One is in, due to the unnatural height of the flowers, it's the perfect area to ambush someone, along with making it a hiding place for her.
