i feel like lighting first matches the usual vibe of your paintings but if you wanted to go for something more somber, starting with the shadows works well
I've noticed through my own experience that the results may depend on what you're painting. Sometimes I find myself adding layers of light and shade back and forth to really refine the rexture. To give an example of what I mean, depending on the object and ambiance, you may want to use dark blue/purple to shade one side, then dark green/turquoise to shade another side.
