Here is Boomer, one of the Rowdyruff Boys. The male counterpart of Bubbles, created by Mojo Jojo, ingredient used: Snips.... Which when you think about is quite gross... Same with what Mojo used for Chemical X, the plumbing in that jail be terrible.
