So pretty much hes a puppet/character from a fanmade 'old show'. If you go to the Welcome Home webcite there is lore all throughout it. But in summary, hes always watching, seems to interact with you when on the webcite, and hes being controled by Home. His house in the center of his 'neighbourhood'. Also, he says 'Hello Neighbour." a lot-
