happy noodle's fedora is exactly the same as Agent P's fedora, aka the O.W.C.A. uniform, so what if happy noodle is a secret agent too?!? maybe he's disguised as a normal noodle but he fights "crime" (sad noodle) as Agent Happy Noodle
and owca agents are required to be animals, but since Doof canonically was able to join owca because he is legally recognized as an ocelot, a simalar thing could have happened w/ happy noodle
plus, he has crime fighting skills so yeah lol
