@FERDdrawz draw a dot, copy and paste the dot using "duplicate layer", "the select tool", and "merge layer", do this over and over until you have a sizable pattern. After that, enable layer lock and use an eraser with 95% opacity and erase down the pattern until you have a sorta "fading" effect. If this sounds tedious, that's because it is.
