This is the eye of Setsu in Semi-Jinchuriki mode. Unlike her younger brother Naruto, She has full control of her fox demon, which is indeed Kyuubi's child within Setsu. This happens sometimes when Setsu is pushed to a certain limit. Or while doing some extracarricular activities that I cannot speak of with Hinotama. XD
