The overalls seem to be only worn in certain parts of Bananza, since there's other moments including the key art where he just wears his tie.

Plus, DK's default skin in Mario Kart World is also just his tie.
So, I think the overalls and mining hat only exist within the context of Bananza and won't be a permanent part of his new design.
Though that's just speculation on my part.

Yeah, but I think it's kind of cool the changes. Who knows, there might just be a costume for him in World.
