To answer your question, there is a tool called select and move (it is a dotted line icon with scissors). You click on that tool, and then draw a loop around whatever you want to move (depending on which layer you are on). I hope that helps.

Do you use layers? If so, you want to make sure you are on the drawing layer that you want to move, otherwise when you circle it, it won't select it.
