Draw the characters before putting the things to seperate the frames!(same thing with text, write it before drawing the speech bubble!)

If its a comic with YOUR ocs, then start the comic by introducing them!
But if its a comic with characters from a game or show, you dont have to make an introduction page, but you can if you wan to!

If its from a show/game, make sure it stays lore-accurate! like, imagine reading a comic of, idk Gravity Falls and mabel is the same as dipper unless its an au ofc
