attempt to find shelter under UNOCCUPIED bridges, those highway passes (if safe), i'd also try to buy a tarp that you can burrito roll up in. If you need to stay under a bridge make sure theres no other homeless people, most of them won't hesitate to mug you. If you're in the woods, find shelter if you can, if not cover your bag and keep warm however possible.

if you're in a city/town you can stay inside a restaurant if they let you or you could take cover under park playgrounds that could work

also if you need a phone and currently have one NEVER use your data the police can track you. keep it on airplane mode. only use wifi at a McDonald's or something. And then i'd still recommend using a VPN. Buy a burner phone if you can, then you don't have to worry about that.
