He is a parasite.
This kind of parasite lives dormant in dry cave systems, waiting for a host. When it finds one, (Carrion found a drake class Wyrm [Ask if you want, just some weird stuff in my universe #TKOF ] ) it latches onto the prey's head.
After 1-2 weeks (depending on host head size) the parasite eats the host's top jaw/skull and replaces it. It implants its pseudo vertebrate inside the spinal cord and is able to control the host's body systems.

Mostly, at least. Less important systems, such as fine motor movement or touch and heat sensing are just ignored. (That explains Carrion's perpetually floppy tongue.) As a side effect, however, the parasite gains the intelligence of the host. As you could imagine, a dinosaur that chose to pass through a parasite den isn't the smartest. Carrion's body will slowly rot, taking around 5 years to decompose beyond use, at which point he will revert to the intelligence and instincts of the parasite.

This may be weird, but please, PLEASE, ask questions about how this kind of parasite works. Answering silly or fully serious questions is the best way to build species.

But in this form he does have the intelligence of, say, a puppy, and it will last for a few years before he is back to be a roaming parasite.

When infecting a creature, do the chonky parasites mentally inherent some of the hosts wants and instincts? Example: if infecting a dragon, do they still like to collect gold and sleep a lot..?

They do inherent instincts, but only to a certan degree.

One sec, let me give you the recipe.
*Clears throat*
One teaspoon of skim milk
Three handfuls of pencil shavings
1 1/2 Packets of instant ramen
Four cups of liquid cornstarch
157.3333333... Tablespoons of Flannel
Mix over medium heat in large pot for 30 minutes, then cover with lid and let simmer for 4 hours before taking of the heat. Strain the mixture into a spray bottle, and apply as needed.

So lemme get this straight, Carrion's species can infect a myriad of host bodies, in his case a dimwitted drake, does that mean a more intelligent being such as, Felynes, demons or even a bio-android could potentially be infected?

Yes, however the more intelligent, the harder it can be to infect. Mostly due to the host removing the parasite.
