It's Eclipse the Darkling from Archie Sonic, one of only TWO surviving Black Arms, including Shadow. He was created in a very similar way to Shadow, except he's purely Black Arms.

Yeah, the eclipse did remind me of the transformation, but it's true inspiration for it was Golden Frieza.
