nara puts some kind of drug in the water and uses her powers to manipulate everyone's feelings so they're constantly "happy"
the water doesn't go to the gray house and everyone experiences really horrible withdrawal in there so they usually beg to get out (or do things i can't mention bc community guidelines)
she has a small army of the strongest residents
when she says permanent resident she means permanent
nara isn't 100% aware that what she's doing isn't exactly morally right

none of the (canon) residents are aware of the water contents and the one who knew went through a series of events that prevented him from experiencing too many drawbacks from quitting it so quickly
nara's powers (psychemystic/mind magic) amplify and manipulate people's emotions and she takes advantage of this through the town's water consumption
also she drinks the water and her powers affect herself as well

also it's illegal to use magic in-town because "it's scary" (it could counter her own power)
The Gray House is not good. Nobody likes the Gray House.
along with the small army nara has a few "close friends" who work with her and have powers that work well with hers for manipulating the town
