Dark Ball by LooneyWizard
A wicked Pokéball originally designed by Team Rocket and used by many villians, including Neo Cipher and most notably by the technology's inventor, the Iron Masked Marauder. Any Pokémon captured in a Dark Ball is transformed into a Shadow Pokémon, its power raised to the max level and robbed of its free will in the process, making it an ideal tool for Neo Cipher leader Sayer's plans for domination. Using a Dark Ball is considered a criminal offense by Interpol.

That's ok, the relationship of the Dark Ball and Shadow Pokemon is just a little bit of headcanon to explain why Team Rocket has access to them in Pokemon GO.

Yeah I guess it would be. Imagine any bad guy, from a common grunt, to a corrupt politician whipping out one of these and sending out a Shadow Pokémon that outclasses most of your team in a battle.
