It's still alive, just not very lively.
There tends to be a compound effect to givng and receiving comments. The more comments people receive, the more they tend to reply and share commnts with others in turn.
If you want notifications in the form of comments, you will need to share somments/compliments with others first.
If you want notifications in the form of likes, you need to share art and ideas that others like.
