i read it on the nintendo's 3ds support site. so sadly i think its official. :C
a user here did say that Colors 3d is on a diffrent server so maybe 3ds users will be ok, but not totally sure .n.

Didn't Nintendo close the eShop for the 3ds?
I think less people used it because of the Switch, so I'm guessing that's why they closed it?
That could also be the reason why the 3ds wifi is shutting down.
