The 2nd Boss from Sonic Blast Man 2. It seems the people at Taito wanted to be cheeky designing this character design, a little jab at Capcom perhaps?
Heres my entry for this week's art challenge! Usually I like to draw buff anthro characters or neat yugioh monster cards and I like thick outlines. Now heres one that lacks outlines and is machine character!
