A thing is needed by society. Inevitably some rise to gain more of this thing (hopefully by hard work and thinking.) Society needs the thing and most have to get it from those that have the most of it. In order to get it from them society tailors itself to the actions that are wanted the most by those who have the most. So by the time society starts to grow selfish, corrupt, and blame-shifting, it is because those with the most have been nuturing society in that way, even if they don't see it.
