theres a festival in kodas world where once a year everyone [ mainly kids and teens since there arent really many adults where they live ]
gather around at night with flowers and the point is where ever youve been hurt , you surround that spot with flowers so it looks like a garden
and in the dead of night every bad person and gangster comes around to have fun that night
they sing songs , yell at the top of their lungs and do whatever , most people board their doors and windows that day.

tl;dr if youve lost a limb or eye or have a stab wound somewhere you basically cover that area with bright flowers to make it look like a garden , most people have unfortunately been hurt pretty bad due to the area being very bad in terms of crime [ nicknamed hell's block ]
everyone just has a grand old time that night
though if your not participating , its best to board and lock your windows .
