No, putting it like this is too simplified. While they technically are the same people from different universes, they have lived in different environments, gained different experiences and world views. Their personalities often differ significantly.
Take Ink and Error for example, who are the complete opposites from one another, with one wanting to create AUs and the other to destroy them. This is why people enjoy shipping them, because of their dynamic.
