I've some sources suggest the various parts represent their several capacities, ie: eyes represent their wisdom, wings represent their ability to perform feats.. stuff like that. In many cases, these creatures in visions are vague representations of either individuals or nations made cryptic to hide their temporal nature. I could be wrong though.
