Charles has terrible issues with his emotions. He has frequent outbursts about things and has once attacked another nurse. (This explains the handcuffs)
The outbursts have settled down, and he is becoming more calm now.

Charles gets easily lovesick too. He gets very clingy with others when he does. Other patients and nurses have to deal with this.
Evan has considered escaping and Nurse Janice has almost resigned.
