Furthermore, he'll only relinquish control back to Looney when everyone or everything related to what set Looney off and released him have been totally eradicated.

Yeah, the scary part is that Looney isn't even aware of Hell Magician's existence, he just chalks up when he emerges as him blacking out when he gets too angry.

Also worth noting, Hell doesn't have most of the erratic disorders that Looney has, meaning he's capable of using various upgraded forms of what spells Looney can use.
