Saki the Hisuian Zoroark just said Bug Buzz. It's a bug type move that he used to grazed Toru. Sure it's super effective, but since it graze him, most of it's effectiveness is halved.
@BigBoy23 Well, under technically, Froagadier doesn't gain the dark typing until it evolves into Greninja, so Bug Buzz isn't super effective on the Frogadier, unless the Frogadier is already a Greninja.
Oops! I forgot that Frogadier is not a Water/Dark type and still a pure Water type. It's been a long time since I played Gen 6. Maybe I was tired at the time that I wrote that without correcting myself. My bad.
@BigBoy23 Oh, you don't have to wprry about that. We all make mistakes something, but we learn from them later on. Speaking of, one time, when I was using Florges in a Gen 6 playthrough, I thought that it was Grass/Fairy instead of Pure Fairy, becuase Florges looks LIKE A FLOWER AND IS NOT A GRASS TYPE!!!!! It just makes no sense.
You can say the same thing with some pokemon that learn moves that it both can't on it's own and through HMs and TMs. Take Pikachu for example. It can't learn surf on it's own nor can it learn the move via HMs. But through a special event that Game Freak puts out via mystery gifts or as an unlockable in some Pokemon games via consoles of the past, you can obtain a Pikachu that learn the move surf. So it is possible that pokemon can learn moves that they couldn't able to learn. ;)
As to further answer your question, I based his moveset a bit on the horror expect of what the Hisuian Zoroark is based on. Plus, I'm not focusing on the game expect of Pokemon where pokemon's moveset is limited to both it's species and typing. I'm more focus on telling a cool story with pokemon. If I just make it like the game, I believe that it will make my comic uninteresting and playing it too safe with the movesets. The best thing to everything is to have an open mind to things.
@BigBoy23 Oh, ok. That makes a lot more sense, but still, it doesn't make sense that a ghost type hair dog can learn Thunder and Bug Buzz from TM's. It still just confuses me.

Also, quick question, why can Saki learn both Thunder and Bug Buzz? It doesn't really make any sense.
