@Marble-Boo Hun, I'm sorry the tutorial's taking forever so I'm gonna tell you how I draw clouds here.

Use the soft brush tool to make a bumpy cloud-like shape or a little ball shape, then use lighter colors/shades on top (for the best color-blending, lessen the transparency on the bottom shades), for extra effect, use the darken and lighten tools for the top and bottom respectively. Now you duplicate multiple times and copy/paste your cloud to form a bumpy, cloud-like form.

I hope I explained it well enough, there is a reason why I wanted the tips to be in tutorial form.
