How would Mettaton work in this universe, with all the bone magic and all that? Like, would they need like some sort of fossel feul to work like they're body to use they're powers?

Well Mettaton is a weird case on account of being a ghost inhabiting a robotic body. Thus, his magic wouldn't be inhibited.
While true he became corporeal in the end his body still wouldn't inhibit his magic. Only the special material used in their outfits limit magic in exchange for extra protection. Regular clothes, armor, and other clothing articles won't effect magic output. So, Mettaton's robotic body wouldn't limit or inhibit his magic.
