a. It is easier to see the value range with a mid-tone than on white, because white can overwhelm your eyes a bit. b. If you start with a mid-tone you have to go darker and lighter than the mid-tone, so you already have some built-in contrast in the painting, and are less likely to not push values enough. c. If you start with a tan or gray background you begin with more muted tones and saturation. Colors closer to grey often tie together better, because they are more similar to the relfected light we see around us. Then you can up the saturation in the places you want to draw the eye to in your painting. You can buy toned tan and toned gray sketch paper, and they are especially nice for colored pencils.
The reference tips might be the best one to look at first. It explains how to use referencde while drawing, and where to find good photo reference. Eventually if you practice enough with referencde you can start drawing realistic drawings without reference, but a lot of learning to paint realistically is learning to see things better.
