The only way to know is to try. My advice would be to figure out what computer you can access. i do know that you can do light mod stuff on ipad but in general for beginners to game making and modding would be to use a beefier system. I would also recommend splitting up learning to mod from making the mod you want to make. especially if the mod you want to make is pretty big in scope. If you think of it like art if you had never drawn before and you tried to paint a huge mural it would be hard.

i would also recommend trying to make online friends in the game making/modding community. i would highly recommend finding modding tutorial videos on youtube who sometimes have nice communities. An even better option imho is to join the itch.io community to find fellow beginners and mentors.
p.s. Whilst in general these places are great; as always when entering new online spaces you should exercise caution and if someone seems nasty don't hesitate to report them and/or block them.

also i forgot to mention that im afraid of ppl making r34 and inappropriate stuff about my mod
