Victor is playing Seek-Tag with his older brother. Seek-Tag was a game him and his brother made up at the orphanage. It's hide and seek, but if the person hiding is found, they have the chance to run away, and re-hide. If they get tagged, they chase the seeker and try to tag them. It's fun when there's two children, chaos if it happens to be EVERY kid at the orphanage playing at once.
