Usually when kids do this i just stare back at them until they get uncomfortable and look away.. But no... This kid was a seasoned professional! We basically had a 2 minute staring contest in the middle of church :/

Your best bet is to wave very noticeably. About half of them will then turn away embarassed, and the other half will become so excited that their parents might notice and take charge.
Then again, sometimes you just have a more excited kid staring at you.
