Jessie is another of my cartoon crushes. She's voiced by an actress who I grew up listening to as Bianca Dupree on Beverly Hills Teens. Well, at least Rachel Lillis sounds like the woman who did that character's voice. Not really sure if she's the one or not. I'll have to research it. :)

Check it out on Youtube. Its dated but, it's good. The opening animation kicks butt. :)
